1. How does National Human Resource Centre (NHRC) come about?

The idea was mooted by National Economic Advisory Council (NEAC) under the Performance Management and Delivery Unit (PEMANDU) to establish a National Human Resource Centre to provide strategic and change management support on modern and progressive human resources practices for Small and Medium Enterprises (SMES) in the country.

When was NHRC launched?
NHRC was established on 1 August 2011 and it was launched by the honourable Minister of Human Resources Dato' Dr. S. Subramaniam on 9 February 2012.

What is the role of NHRC?
To act as a  ‘one-stop centre' to all SMEs by providing advisory and consultancy services relating to HR matters to meet the strategic challenges of the future.

Who are the target group?
All SMEs  in the country and not limited to employers registered with Pembangunan Sumber Manusia Berhad or Human Resources Development Fund.

What are the services provided by NHRC
There are three main areas of services offered under NHRC;

  • HR Solutions
  • HR Capability Building Programmes
  • Business Owners Peer Sharing of HR  Practices.

What is HR Solutions?
It is an advisory and consultancy service relating to human resource matters which has 3 levels covering the following areas:

  • HR Related Regulatory Requirements
  • Recruitment and Selection
  • Compensation and Benefits
  • Employee Development
  • HR Leadership Programme
  • Other HR Areas

What is Level 1 Service?
It refers to the delivery of information, advice, Frequently Asked Question or resources via online with the aimed of providing understanding mechanism related to the requirements of respective legislations.

What is Level 2 Service? 
It is offered to SMEs to interact with NHRC offices through telephone, e-mail or face-to-face (walk-in) at NHRC premises to obtain quick response delivery of advice or guide with the objective to provide basic consulting on correct applications and issues resolution.

What is Level 3 Service? 
It offers comprehensive consultation on instituting various HR programmes to SMES either by NHRC itself our outsourcing capability through the appointed consultants.

What is SME Training Needs Analysis (TNA) Consultancy Scheme?
Under Level 3 services which are fully funded by PSMB for SMEs, the objective is to help SMEs identify training programmes needed. As a result of the scheme, training plans are developed and employers are able to identify the relevant training programmes for their employees.

What is HR Capability Building Programmes?
It is aimed to increase the competencies and capabilities of SME employees in areas related to human resource certification, functional and engagement programmes in the form of forums, dialogues and training fairs. NHRC has collaborated with other institutions in organising Such as Human Resources Certification Programmes at Certificates and Diploma level. NHRC also provide financial assistance for SMEs to conduct up skilling and reskilling trainings of their employees.

What is Business Owners Peer Sharing of HR Practices for SMEs?
It is a supporting networking environment of sessions organised for sharing HR knowledge, experience and best practices among HR professional and practitioners. The establishment of the Human Resource Club (HRC) is open to all individuals who are interested in the field of Human Resources Management to network, discuss and exchange ideas on an HR issues faced by them. The platform is used to disseminate and gather information on latest issue pertaining to the good practice of human resources management.

What is NHRC Portal?
The Portal provides information and advice via forum, live-chat, FAQ, static and interactive information. While SME employers can send their inquiries on HR matters through live-chat or participate in forum, they also can refer to the static and interactive information on HR Related regulatory requirements, recruitment and selection, compensation and benefits, employee relations, and leadership programme. HR legislations and specific HR processes, documents, forms and templates that is easily available and downloadable. They can also refer to the FAQ for quick reference and answers.

Who can use NHRC portal?
All SMEs  in the country and not limited to employers registered with Pembangunan Sumber Manusia Berhad or Human Resources Development Fund.

 Why should I register as NHRC portal member?
In order to enjoy the full service of portal for example to view or download the relevant documents and templates, a user is required  to register.

What is MyCoID and why do I need to the number during registration?
The MyCoID or Malaysia Corporate Identity number is derived from the companies' incorporation number assigned by the Companies Commission of Malaysia/Suruhanjaya Syarikat Malaysia (SSM). It is a single source of reference for registration and transaction purposes with other relevant Government agencies.
